Documentation for irfpy.util

Warning

If you are using matplotlib >= 3.3.0, its time handling defintion has been changed in a backward-incompatible way. The concerned methods are matplotlib.dates.num2date and maptlotlib.dates.date2num.

Upgrading v4.6 of irfpy.util, and use irfpy.util.utc.num2date() irfpy.util.utc.date2num() will be compatible to both the old and new epoch.
