Documentation for irfpy.util

.. warning::

        If you are using matplotlib >= 3.3.0, its time handling defintion
        has been changed in a backward-incompatible way.
        The concerned methods are matplotlib.dates.num2date and maptlotlib.dates.date2num.

        Upgrading  v4.6 of ``irfpy.util``, and use :func:`irfpy.util.utc.num2date`
        :func:`irfpy.util.utc.date2num` will be compatible to both the old and new epoch.
